Problem

Preparing a tender proposal requires working with a large volume of requirements, documents, and templates. For each procurement opportunity, the team needs to carefully analyze the tender conditions, identify mandatory requirements, collect the necessary corporate information, and prepare a complete document package in the required format.

Even when some materials have already been used in previous tenders, they still need to be adapted to the new conditions, reviewed, and checked to ensure that no important requirement has been missed.

Another risk is the final review of an already prepared proposal. When a tender contains a large number of requirements and documents, manual verification takes significant time and still does not eliminate the possibility of human error.

As a result, a substantial part of the team’s effort is spent on repetitive document work instead of analyzing the tender opportunity itself and preparing a stronger proposal.

Solution

For RJ Tech, we developed an AI-powered system that automates key stages of preparing, generating, and reviewing tender documentation.

The system analyzes tender materials, identifies key procurement conditions, participant requirements, required documents, deadlines, evaluation criteria, and other parameters that must be taken into account when preparing the proposal.

Based on this analysis, the system generates clarification questions for information that is missing from the available materials. The operator answers these questions directly in the system, and the provided information is then incorporated into the document generation process. This allows the package to be adapted to the specific tender and the company’s actual situation rather than simply generating text from a generic template.

Once the necessary information is collected, the system generates draft tender documents using corporate data, approved templates, previously prepared materials, and the requirements of the specific procurement opportunity.

The operator remains in control of the result: generated text can be edited, individual sections can be regenerated, document blocks can be added or removed, and the structure can be adjusted according to predefined templates. This combines the speed of automated generation with expert human oversight.

After the document package is prepared, the system re-analyzes the tender requirements and compares them against the generated proposal. It helps identify missing information, potential inconsistencies, overlooked requirements, or points that need additional review before submission.

As a result, the system works not as a simple text generator, but as a tool supporting the full tender documentation workflow: requirements analysis → clarification questions → information collection → structuring → document generation → editing and human control → compliance review.
